The immediate consideration when treating PS Measures is to define the concept of Safety Management System (SMS), which is the formal, top-down, organization-wide approach to managing impacts/risks and assuring the effectiveness of safety measures. It includes systematic procedures, practices, and policies for the management of safety.
In other words, it is a management system that is focused on prevention of, preparedness for, mitigation of, response to, and restoration from hazardous scenarios associated to systems that work at dangerous process conditions or handle hazardous materials.
